Presider of Punishments[]

Voiced by: Bruce Barker

The Presider of Punishments is one of the senior Believers, and presides over the Ten Days of Judgement competition, speaking at daily sermons, orientating Neons and issuing announcements as well as administering punishment to Neons for breaking the rules - often execution - as the name suggests. The Presider of Punishments is extremely arrogant, and does not hesitate to let the Neons know they are beneath him.

The Presider of Punishments is killed by Neon Green during his rampage after Chapter 10.

Master of Mercies[]

Voiced by: Bruce Barker

Along with the Presider of Punishments, the Master of Mercies is a senior Believer who oversees the Ten Days of Judgement competition, taking on a similar role of cohosting announcements, orientations and giving sermons. Just as with other Believers, the Master of Mercies looks down upon Neons.

The Master of Mercies is killed by Neon Green during his rampage after Chapter 10.

Others[]

Blue[]

Blue is the former partner/boss of Neon Green in life; it is never confirmed whether Blue became a Neon in death. At some point in his career, Blue participated in a heist with Green, though took all the money and fled, spending several years in comfort afterwards.

This left Green bitter and thirsty for revenge, though Blue did not know this, and eventually grew complacent, retiring into a comfortable life in a mansion full of armed guards; Blue was killed by Green when Green initiated a heist on his mansion.

It is assumed that Blue left the assassin life sometime after betraying Green, as Green noted that he was slow to act and out of practise upon being confronted and killed by Green, despite knowing Green was coming.

God[]

God is the creator of Heaven, as well as the originator of the Ten Days of Judgement. Initially, the afterlife was a featureless waiting room for the dead, and during the Ten Days of Judgement, God would write the names of sinners into the Book of Life and the Book of Death with the Inkhorn, determining their ultimate fate.

Eventually the Believers grew dissatisfied with this, and waged war on God; they succeeded, and overthrew Him at His home at The Third Temple. From there, God remained trapped outside The Firmament, the walls of Heaven, with only His hands remaining inside, containing the Book of Life in one and the Inkhorn in the other.

Some time passed, and eventually God contacted Neon White, and while it was unknown what He said due to being unintelligible to the player, White understood and took it a sign that he had been chosen to reunite the Book of Life and Book of Death and restore Heaven.

At the end of the game, God is reformed and returns to Heaven, enacting judgement on White depending on his choices at the end of the game.
