Mikey is one of the Angels managing Heaven in Neon White; His preferred gift is Cigars.

He has a no-nonsense, down to business personality, and has little tolerance for what he sees to be stupid questions. Despite his gruff nature, he is more than capable of warming to others - even if he won't show it - and is more than happy to bend the rules as a favour for them. He is a hard worker, though is also somewhat behind the times.

Mikey works in Heaven assigning missions for Neons. He is aided by his assistant, Gabby.

For the first half of the game, Mikey stays in his office in the Heaven Central Authority building, providing assignments to Neons. However, this changes when he learns of Neon Red's and Neon White's plans to obtain the Book of Life and find out the truth about Heaven in Chapter 8 after they ask for an assignment to Heaven's Edge, to which Mikey reluctantly agrees, agreeing to stay quiet on the matter as he too disagrees with the way of the Believers.

Mikey shows up at Heaven's Edge proper later on, wherein he explains the truth of Heaven to Red and White; that Heaven is a construct created by the Believers, and that they waged a war on God, dissatisfied with the afterlife, to make the Heaven they felt they were entitled to, banishing God and forcing the Angels into subservience.

He enlists the help of the Angels fully in Chapter 9, and patches up White after his betrayal by Neon Violet. He discusses White's vision from God while unconscious; while sceptical, Mikey mentions the place White saw was The Third Temple, God's former residence, and the site of the end of the war with the Believers, wherein they banished Him, leaving only His hand.

White and Red return with a page from the Book of Life after their trip in Chapter 10, and after helping White overcome self-doubt about his role in the plan to restore Heaven, Mikey goes with White to Sheol in Chapter 11 to restore the Book of Life, leaving Red in the care of Raz. He tells White that he needs God's Inkhorn, the pen used to write in the two books, to unite the Book of Life and Book of Death and bring Him back; this Inkhorn is in God's other hand, sealed underneath the Firmament, the walls of Heaven, near the Glass Port.

White and Mikey at least succeed in restoring the Book of Life, and they move to the next stage of the plan along with Red: restoring Heaven and bringing God's other hand back in through the Firmament. White and Red head forth to the Glass Port to end things with Green in Chapter 12; Red sacrifices herself to complete the plan, and White has one final showdown in which he emerges victorious. As White reunites the Inkhorn the two books, Mikey shows up, his true form visible to the Neons this time, and informs White that God is reforming. Mikey helps the other Angels facilitate this process as White is faced with his one final choice to write Green into either the Book of Life or the Book of Death.
