Neons are "sinners judged most unfavourably by God"; they are the souls of assassins from Hell who died, and rose from the Glass Ocean. Each Ten Days of Judgement, when those souls rise to the surface of the water in Lower Heaven, they are fitted with masks by the Believers which detonate should they step out of line, ending their afterlives. These masks are fashioned from the bodies of Angels, and when a Neon dies normally, their mask remains and is returned to the Cathedral, where it may be assigned to another Neon during a future Ten Days of Judgement.
During these ten days, Neons are assigned missions by Mikey to handle the demon infestation in Heaven; whoever is the fastest and kills the most demons wins the Mechanical Halo, which grants them another year in Heaven, until which time they must compete again with other Neons.
It is possible for Neons to die again, as many do during the ten days; their souls go elsewhere in Heaven when that occurs.
The more weighed down by guilt a Neon is, the more they sink in the Glass Ocean, and the less likely they are to rise; thus, top performing Neons are often those angry at their fate rather than guilty, unbothered by their past sins.
There are five Neons seen onscreen ingame: Neon Violet, Neon Red, Neon Yellow, Neon White and Neon Green, as well as five named Neons who appear offscreen: Neon Smoke, Neon Teal, Neon Pink, Neon Olive and Neon Orange.
